outline is purely decorative, it doesn't add any space around anything. If you give margin, it will give a space in the direction provided outside the container. Padding provides space inside the container. Outline is purely decorative.

What is the difference between a border and a box?

The border property is used to visually frame an element. The margin box, is the space around your box, defined by the margin rule on your box. Properties such as outline and box-shadow occupy this space too because they are painted on top, so they don't affect the size of our box.
